고양특례시가 2025년 한 해 동안 총 75억 원의 개발부담금을 징수하며 지역 재원 확보에 성과를 거뒀다고 4일 밝혔다.
이번 징수액에는 지방비와 국비 가산세가 모두 포함됐으며, 이 중 17억 5천만 원은 장기체납자에 대한 재산 압류, 보증보험 청구 등 강제 징수 절차를 통해 확보한 금액이다.
개발부담금은 토지개발로 발생하는 개발이익을 환수하고 토지의 효율적 이용을 촉진하기 위해 시행되는 제도다.
하지만 최근 지속되는 부동산 경기침체와 사업자들의 사업 부진으로 개발부담금 체납액이 꾸준히 발생하고 있는 실정이다.
개발부담금을 납부 기한 내에 내지 않으면 첫 달 3%의 가산금이 부과되고, 이후 매달 1.2%의 중가산금이 추가돼 납부자의 부담이 눈덩이처럼 불어나게 된다.
시는 이러한 상황에 대응해 납부의무자에게 납부 기한을 사전에 안내하고, 체납 발생 시 신속한 독려를 통해 체납을 최소화하기 위한 노력을 지속하고 있다.
특히 장기간 체납으로 실익 없는 행정 절차만 반복되던 개발부담금 체납 건에 대해서는 보증보험 청구 등 강제 징수 절차를 적극 추진 중이며, 연말까지 총 21억 원에 달하는 체납액을 징수할 계획이다.
시 관계자는 "납부자에게 기한 내 납부 또는 체납 사실을 안내해 납부 기한 착오로 인한 민원을 줄이는 한편, 상습·고액 체납자에 대해서는 보증보험 청구 및 부동산 공매 등의 강력한 징수 조치를 지속적으로 추진할 계획"이라고 밝혔다.
이어 "체납 처분으로 인한 불이익이 발생하지 않도록 납부 기한 내 자진 납부를 당부드린다"고 덧붙였다.
고양특례시는 앞으로도 공정한 세정 운영과 체납액 징수 강화를 통해 지역 재정 건전성을 높이고, 성실 납세자와의 형평성을 확보해 나간다는 방침이다.
