파주시가 재생에너지 확대 과정에서 발생하는 주민 갈등을 해소하고 지역 맞춤형 해법을 찾기 위한 움직임에 나섰다.
파주시는 지난 24일 '재생에너지 갈등 조정 운영위원회'를 개최했다고 밝혔다.
이번 회의는 태양광 발전 시설 확산에 따른 주민 간 갈등을 예방하고, 정부가 추진 중인 태양광 발전 이격 거리 법제화에 대응하기 위해 마련됐다.

운영위원회는 파주시와 이클레이한국사무소, 경기연구원, 경기환경에너지진흥원, 풀씨행동연구소 등 전문기관을 비롯해 시민단체, 태양광 피해 마을 주민, 관련 분야 전문가 등 총 11명으로 구성됐다.
이날 회의에서는 태양광 발전소 확산에 따른 주요 갈등 요인을 파악하고, 갈등 예방 및 상생 확대를 위한 공동 목표를 설정했다.
또한 전문가들의 대안 제시와 위원 간 의견 공유를 통해 파주시 지역 특성을 반영한 대응 과제를 도출했다.
특히 위원회는 최근 정부가 추진 중인 「신에너지 및 재생에너지 개발·이용·보급 촉진법」 개정과 관련해, 획일적 기준보다는 지방정부의 고유 권한과 지역 특수성을 반영하는 것이 중요하다는 데 의견을 모았다.
한 전문가는 "태양광 이격 거리 규제가 법제화되더라도 지역의 주민 수용성, 환경, 경관 등 개별 여건을 고려한 유연한 기준이 필요하다"며 "지방자치단체의 정책 자율성을 보장해야 갈등을 줄이고 재생에너지 보급도 탄력을 받을 수 있다"고 강조했다.
김해원 파주시 에너지과장은 "이번 운영위원회에서 제기된 갈등 요인과 제안된 대안을 바탕으로 파주시만의 조화로운 에너지 전환 모델을 마련해 나갈 것"이라며 "향후 공개 토론회와 시민 공청회 등을 통해 보다 폭넓은 시민 의견을 수렴하겠다"고 말했다.
파주시는 오는 2026년 2월 전문가 토론회, 3월 시민 공청회를 순차적으로 개최할 계획이며, 지역 맞춤형 갈등 조정 체계를 지속적으로 강화해 나갈 방침이다.
