김꽃임 의원(제천1, 사진)이 대표 발의한 ‘충청북도 산업재해 예방 및 노동안전보건 지원 조례 일부개정조례안’은 조례의 목적과 정의 규정을 ‘산업안전보건법’ 체계에 맞게 명확히 정비하고, 산업현장 실무에서 제기된 개선사항을 반영해 충청북도가 효율적으로 산업재해 예방 활동을 추진할 수 있도록 제도 기반을 보완하기 위해 마련됐다.
특히 이번 개정안은 지난해 4월 일부개정 시 미비한 점을 보완하고, 본 조례 개정을 위해 11월에 진행한 토론회에서 도출된 산업현장의 개선 요청 사항을 반영 정비했다는 데 의미가 있다.
개정안은 조례의 정책 방향을 단순한 지원에서 산업재해 예방과 노동안전보건의 강화·증진 중심으로 재정비했으며 목적 조항의 표현을 다듬고, 노동안전보건의 정의도 산업재해 예방, 쾌적한 작업환경 조성, 노동자의 신체적·정신적 건강 유지와 무재해 상태를 포괄하도록 정비했다.
또한 기본계획과 시행계획의 내용도 구체화했다. 기본계획에는 산업안전보건법 준수, 노동자 참여 확대, 취약 분야 실태조사, 분야별 대책, 가이드라인·매뉴얼, 현장점검, 교육·홍보, 지원사업 등이 포함되도록 하고, 시행계획에는 지원사업과 예산·재원 조달, 유해한 작업 도급금지 방안 등을 반영하도록 해 정책 추진의 실효성을 높였다.
아울러 정책개발·연구, 사업장 점검과 개선 지원, 건설공사 작업환경 점검, 교육·홍보 등 다양한 지원사업의 추진 근거 마련과 함께 노동안전조사관의 현장 점검 협조 의무를 명시하고, 충청북도 노동안전보건센터 설치·운영과 위탁 근거를 신설해 현장 밀착형 지원체계를 강화했으며, 자문위원회 운영도 출석 회의 원칙으로 정비해 책임성과 실효성을 높였다.
김꽃임 의원은 “산업재해 예방은 사후 보상보다 현장 중심의 예방과 관리가 더 중요하다”며 “이번 개정은 충북도가 산업현장의 위험 요인을 체계적으로 점검하고, 취약 업종과 영세 사업장까지 촘촘하게 지원할 수 있는 제도적 기반을 강화하는 데 의미가 있다”고 말했다.
김 의원은 이어 “기본계획과 시행계획, 지원사업, 노동안전보건센터가 유기적으로 작동할 수 있도록 현장 실효성을 높여 노동자의 생명과 안전을 지키는 충북형 노동안전보건 체계를 만들어가겠다”고 강조했다.
이번 개정조례안은 12일 도의회 제432회 임시회 제1차 산업경제위원회 심사 후 20일 제2차 본회의에서 최종 의결을 거쳐 시행될 예정이다.
