대구광역시의회(의장 장상수)와 대구시(시장 권영진)가 의회 인사권 독립 및 상생·협력 체계 구축을 위한 업무협약을 개최했다.
지난 9월 지방공무원법과 지방공무원 교육훈련법 일부개정법률안이 개정되면서 내년 1월 13일부터 지방의회 인사권이 독립되어 지금까지 지방자치단체장이 가지고 있었던 의회 소속 직원의 승진·채용·징계·교육 등의 실질적 인사 권한을 시의회 의장이 행사하게 된다.

이에 대구시의회와 대구시는 원활한 업무 교류와 효율적인 인사 협력 체계 구축을 위해 21일 오전 9시 20분 대구시의회 간담회장에서 업무협약을 체결했다.
이날 장상수 의장은 “인사가 만사라는 말처럼 훌륭한 인력을 영입하고 역할을 극대화 시킬 수 있는 체제를 성공적으로 안착시키는 것이 우선 과제로 인사교류를 비롯해 통합인사 교육훈련 등 대구시와 긴밀한 공조가 필요하다.”면서 “협약을 통해 대구시의회와 대구시가 양다리가 되어 지방의 중심이 되고 성숙한 지방분권의 시작을 힘차게 열어갈 수 있기를 바란다.”
이어 권영진 시장은 지방의회 인사권 독립을 축하하며 “대구시의회가 수고많으셨다. 한결같은 마음과 노력으로 결실이 있었다고 생각한다”면서 “인사권 독립으로 집행부와 시의회가 균형있게 발달하고 민주주의가 신장되어 결과로 시의 발전에 밑거름이 될 것이라고 생각한다. 제도가 잘 안착될 수 있도록 협력하고 함께 하겠다”는 약속을 전했다.
