영덕군선관위에 따르면 군수선거 입후보예정자인 A씨는 지난 1월 17일부터 관내 경로당과 마을회관을 합하여 76개소에 자신의 자서전 150여 권(총 190만 원 상당)을 무상으로 배부한 혐의가 있다.
공직선거법 제113조(후보자 등의 기부행위제한)에는 국회의원ㆍ지방의회의원ㆍ지방자치단체의 장ㆍ정당의 대표자ㆍ후보자(후보자가 되고자 하는 자를 포함한다)와 그 배우자는 당해 선거구안에 있는 자나 기관·단체·시설 또는 당해 선거구 밖에 있더라도 그 선거구민과 연고가 있는 자나 기관·단체·시설에 기부행위를 할 수 없으며, 이를 위반한 경우 제257조(기부행위의 금지제한 등 위반죄)에서 ‘5년 이하의 징역 또는 1천만원 이하의 벌금에 처한다’라고 규정되어 있다.
경북선관위 관계자는 “설 명절 연휴기간 동안 지방선거 입후보예정자들의 위반행위에 대비하여 특별 예방·단속을 실시할 예정”이라고 밝히며 선거범죄신고자에게 포상금을 적극 지급할 방침과 함께 주민들에게 적극적인 신고·제보를 당부했다.
