국가거점국립대총장협의회(회장 김동원 전북대 총장)가 지역거점대학을 서울대 수준의 연구중심대학으로 육성하는 내용을 골자로 한 고등교육 대선공약을 제안했다.
경북대 등 9개 국가거점국립대학 총장협의회는 9일 오전 11시 국회 소통관에서 기자회견을 열고 세계적 수준의 연구중심대학 육성을 위한 ‘4대 정책’을 제시했다.

이들은“국가경쟁력 강화를 위해서는 수도권 중심의 대학서열 구조를 탈피하고, 지역에 특성화된 연구 중심대학을 육성하는 것이 해결책”이라며 “거점국립대학을 연구중심대학으로 전환하는 것이 단기간에 성과를 낼 수 있는 가장 혁신적이고 실효적인 방안이다”라고 설명했다.
이날 제안된 대선 공약은 ▲국립대학법 제정과 ▲지역인재 채용의무제 개선, ▲국·공립대학 무상등록금제 시행, ▲지역 R&D 재정을 강화하고 관련법을 정비해 지역거점 연구중심대학 육성 등이다.
총장협의회는 “현재 거점국립대학 학생 1인당 교육비는 서울대의 3분의 1 수준에 불과하다”며 “거점국립대를 연구중심대학으로 육성하기 위해선 최소한 국립대학법인 평균 수준으로 예산을 늘려야하기 때문에 국회 계류 중인 ‘국립대학법’ 제정을 청원한다”고 밝혔다.
이어 “지역 우수 인재들이 지역에 잔류해야 국가균형발전을 도모하고, 수도권 과밀을 해소할 수 있는 만큼 현행 혁신도시법에 공공기관 소재 지역 학생 30% 선발 의무화에 지역 외 비수도권 출신 20% 선발을 추가하도록 개정해야한다”고 제안했다.
또한 학령인구 감소로 가속화 되고 있는 지역소멸 방지와 헌법과 교육기본법이 정한 교육받을 권리 및 균등한 교육기회 보장을 위해 국·공립 지역대학 학부생의 등록금 전액을 국가 또는 지자체가 부담해야한다고도 주장했다.
특히 지역거점의 연구중심대학 육성을 위해 “거점국립대학에 국가출연 연구소를 신설하거나 분원 설립을 통해 지역의 R&D 역량을 제고하고, 정부 지원 우수특화연구센터를 지역 및 대학별로 특성화해 설치해야 한다”며 “거점대학의 특성화 분야에 대해서는 과학기술특성화대학 수준으로 재정 지원을 늘리고, 우수 교원에 대한 보수 제한도 풀어야 한다”고 말했다.
아울러 협의회는 “소위 ‘서울대 10개 만들기’로 요약되는, 지역에 세계적 수준의 연구중심대학을 만드는 것은 대한민국 재도약과 더불어 지역의 미래 산업 지도를 바꿀 혁신적 대안”이라며 “이제는 국회와 정부가 응답할 때다. 2022년 대한민국 대선을 고등교육의 새로운 이정표를 세우는 전환점이 되어야 한다”고 역설했다.
