대구시가 6년 만에 상수도요금 인상을 추진하는 가운데 대구시의회 건설교통위원회가 수도요금 인상안을 수정 가결했다.
10일 대구시의회 건설교통위원회는 지난해 12월 대구시장이 제출한 ‘대구시 수도급수 조례 일부개정조례안’에 대한 심사를 실시하여 이를 수정 가결했다.

이에 따라 해당 조례안이 17일 본회의에서 의결이 되면 오는 2022년 7월부터 수도요금 인상이 적용된다.
대구시는 일반 가정용 수도요금 기준으로 하반기부터 평균 8.3% 인상안을 마련하였으며 이는 가정용의 경우 ㎥당 현행 550원에서 2022년 600원, 2023년 650원, 2024년 이후에는 710원으로 인상되는 것이며, 일반용은 2022년 1120원, 2023년 1230원, 2024년 이후 1340원으로 인상되는 것이다.
이날 상임위 심사에서는 이와 같은 갑작스러운 대구시의 수도요금 인상안에 대해 앞서 대구참여연대 등 시민단체가 반발하였을 뿐만 아니라 시민들에게도 반발이 있을 수 있다는 지적이 있었는데 이에 김정섭 대구시 상수도본부장은 “대구는 6년 전 요금을 인상하고 난 이후 한 번도 올리지 않아 누적되었던 부분을 한꺼번에 반영하는 부분이 있다 보니 인상폭이 큰 부분은 불가피한 측면이 있다.”고 설명했다.
또한 김정섭 본부장은 낙동강 물을 쓰고 있는 부산과 울산의 상수도 요금을 비교하며 “가정용을 예를 들면 대구가 550원이고 이번 인상안에 따라 최종적으로 2024년에는 710원이 된다. 현재 부산의 가장 낮은 단계가 720원으로 대구의 최종 인상된 금액이 현재 부산의 가장 낮은 단계의 수도요금에도 못미치는 것이다. 울산의 경우에도 가장 낮은 단계가 670원이고 가장 높은 단계는 1130원으로 평균적 수치를 보면 대구가 2024년에 인상되는 최종적 수치가 낮은 금액”이라고 말했다.
그러면서 “서울 등 다른 지방자치단체에서도 수도요금을 인상한 것으로 안다. 대구의 상수도 적자를 줄이려면 수도요금 인상이 절실히 필요하다”고 말했다.
대구시는 지난해 300억 원의 지방채를 발행해 상수도 적자를 메꾸었으며 올해도 350억 원의 적자가 예상되어 지방채를 발행할 예정으로 알려진다.
