국민의힘 강대식 의원(동구갑)이 지난 5년간 급증한 군내 성폭력 사고에 대해 우려를 표하며 대책 마련 촉구에 나섰다.
18일 강대식 의원은 국방부가 제출한 자료를 분석한 결과 2017년 102건에 불과했던 군 내 성폭력 사고 발생 건수가 2021년 말 기준 999건으로 약 10배가 증가했다는 사실을 전했다.

성범죄 피해 유형별로 구분하면, 성폭행의 경우 2017년 4건에서 2021년 33건으로 약 8.2배 증가했고 같은 시기 성추행은 40건에서 523건으로 483건이 폭증해 약 13배를 기록했으며, 디지털성범죄도 23건 증가한 것으로 알려진다.
이에 강대식 의원은 “군의 많은 노력에도 불구하고 성폭력 사고는 대폭 증가했고, 아직까지 성폭력 사건을 축소·은폐하는 일도 일어나 매우 안타깝게 생각한다”면서 “성폭력은 기강해이, 단결력과 사기를 저해로 이어져 국방력을 약화시킬 수 있는 만큼 새롭게 개편된 조직에서 실효성 있는 특단의 대책을 세울 필요가 있다”고 강조했다.
이렇듯 군 내 성폭력 사건이 급증하는 가운데 국방부는 성희롱·성폭력 예방·대응 전담조직 신설(국장급) 계획을 세운 바 있었으나 행정안전부가 ‘인력 증원 불가 등’의 입장을 밝히면서 계획은 무산된 것으로 전해지며 이를 대신하여 오는 22일 차관 직속의 3년 한시조직인 ‘군인권개선추진단(국장급)’ 내의 1개 팀(과장)인 ‘성폭력예방대응담당관’으로 대폭 축소하여 출범한다는 계획을 전했다.
