희망브리지 전국재해구호협회(회장 송필호)가 18일과 19일 양일간 제11호 태풍 ‘힌남노’로 인해 큰 피해를 본 포항과 경주의 현장을 살펴보고 포항시로부터 피해 현황과 건의 사항을 청취했다고 22일 밝혔다.
송필호 희망브리지 회장이 이끈 이번 현장 점검단은 태풍으로 마을 전체가 물에 잠긴 포항 대송면과 구룡포읍, 오천시장을 찾아 피해 이웃을 위로하고 식사·세탁·의료 봉사에 참여한 희망브리지 봉사단 및 직원들에게 감사와 격려를 전했다. 이날 이재민 대피소가 마련된 대송면에서는 심신이 지친 이재민들을 위해 특별 보양식으로 소고기 국밥과 수육을 제공했다.
70여 세대가 피해를 본 구룡포의 한 마을에서 피해 주민들을 직접 만나 긴박했던 당시의 증언과 애로사항을 청취했다. 주민 A씨(78세)는 점검단에 “바닷가 마을인데 반대편에 있는 산에서 물이 쏟아져 내려왔다”며, “(1미터가량 높이의) 창문틀 위에 발을 딛고 2시간을 물에 잠긴 채 매달려 있었다”며, “마을 사람들은 내가 죽은 줄 알았다더라”고 증언했다. 이어 “가재도구는 물론이고 아무것도 남아있는 게 없다. 옷도 지금 입은 여름옷 한 벌뿐”이라며 고통을 호소했다.
희망브리지는 21일 의료 봉사단을 파견해 이 마을을 포함해 구룡포 내 작은 마을 3~4곳을 방문해 종합 감기약, 파스, 비타민, 유산균 효모 등의 의약품을 전달할 예정이다.
이후 점검단은 포항시청으로 이동해 포항시로부터 관련 건의 사항을 청취했다. 포항시는 이날 희망브리지에 그간 지원에 대한 감사의 뜻을 표하고, 의연금 지급의 시기와 지원 대상, 생활 안정 물품 지급에 대해 건의하였다.
이강덕 포항시장은 “희망브리지는 지난 2017년 지진 당시에도 많이 도와주셨는데 이번에도 도움을 부탁드린다”며, “포항시도 최선을 다하고 있지만 너무나 피해가 커서 행정 현장에서의 어려움이 많다”고 말했다.
이에 송필호 희망브리지 회장은 “포항시는 지난 2017년 지진이 발생하며 많은 시민이 피해를 보았는데 이번 태풍으로 또다시 어려움을 겪고 있어 마음이 아프다”라며, “당시 희망브리지도 최선을 다해 지원한 바 있으며 이번 태풍 피해에 대한 포항시 건의의 취지에 대해서 공감하고 있다”고 말했다.
김정희 희망브리지 사무총장은“현장을 찾아 이재민을 만나보니 참담하고 매우 안타까운 심정이었고, 겨울이 오기 전 피해 세대 복구가 반드시 완료되어야겠다는 것을 절실히 느꼈다”며, “피해 이웃들에게 재해구호법상 의연금 지급 상한선을 맞춰드리기 위해서 희망브리지는 각계에 모금 동참을 호소하고 있다. 포항시도 함께 지역 사회와 유관 기관, 기업 등이 참여할 수 있도록 최선을 다해달라”고 밝혔다.
포항시 건의 사항에 대해서 김 총장은 “의연금 지급을 위해서는 복구 계획이 우선 수립되어야 하고 공무원들께서 바쁘시겠지만 피해 집계에도 속도를 내달라”며, “재해구호법에 따라 각 지방자치단체가 재해구호기금을 적립하고 있는 만큼 지자체도 이재민을 위해 지원을 아끼지 않고 있으니, 희망브리지도 과거 재난 피해 상황과 타 지자체 지원 사례 등을 고려하여 형평성 있게 잘 지원되도록 최선을 다하겠다”고 말했다.

Hope Bridge will dispatch a medical volunteer group on the 21st to visit 3 or 4 small villages in Guryongpo, including this village, to deliver medicines such as general cold medicine, pars, vitamins, and lactic acid bacteria yeast.
After that, the inspection team moved to Pohang City Hall and listened to related suggestions from Pohang City.
