세종시 옥외행사 안전관리를 위한 간담회를 지난 10일 열렸다.
세종시의회 교육안전위김효숙 의원은 이날 오후 의회청사 1층 대회의실에서 세종시청 사회재난과·안전정책과·체육진흥과·관광진흥과 담당자와 교육청 학교안전과 담당자 등 관계 부서와 함께 조례 제정을 위한 간담회를 개최했다.
이 자리에서 김효숙 의원은 “타 시도의 경우 행사 안전 관련 조례가 이미 제정됐고, 지난해 있었던 10.29 참사 이후 지자체의 역할이 한층 강화된 내용으로 기존의 조례도 개정되고 있다”며 “조례 제정에 앞서 우리 지역의 축제 및 행사 등 현황을 파악하고 관련 부서의 의견을 충분히 수렴하고자 한다”고 말했다.
간담회에서는 행사장 안전 점검 강화를 위해 야간 및 주말 근무반의 체계적 운영의 필요성과 행사의 규모에 따른 적정한 안전관리 요원 확보, 축제 등 행사 소관 부서와 지원 부서와의 명확한 역할 분담 등 실질적인 의견이 제시됐다.
또 타 시도 관련 조례에 명시된 ‘옥외 행사 실시 1일 전까지 안전 점검을 실시해야 한다’는 규정이 세종시에 적용될 경우, 안전 점검 보완 필요시 현장 조치 시간이 부족한 만큼 안전 점검 기한을 1일 전이 아닌 조금 더 앞당기는 방안을 고려해야 한다는 의견도 피력됐다.
김효숙 의원은 “특히 주최자가 없는 행사 관리를 위해서는 이를 통합 운영하기 위한 주관 부서 지정이 필요하지만, 안전관리계획 수립과 안전 점검 등 업무가 대폭 늘어나면서 주관 부서의 인력 증원 없이는 새로운 조례 적용이 어려운 상황”이라며 “안전을 지키기 위해서는 철저한 예방이 중요한 만큼 각종 행사의 안전 관리 및 점검을 위한 지자체의 아낌없는 지원과 노력이 필요하다”고 강조했다.
