최민호 세종시장이 12일 한화진 환경부 장관을 만나 세종보 시설개선을 요청했다.
세종시에 따르면 3문의 전도식 수문으로 구성된 세종보는 지난 2018년 1월 이후 5년 이상 수문이 완전히 전도돼 장기간 사용하지 않아 가동이 불가한 상태다.
특히 세종보 상시 개방 이후 수면적 감소와 육역화(陸域化)로 인해 수생태 건강성이 악화되고 있다는 것이 시의 판단이다.
이 자리에서 최 시장은“보 수위 및 수량 회복은 물론, 물 위기 상황에 선제적으로 대비하기 위해서도 세종보를 탄력적으로 운영할 수 있어야 한다”며 환경부의 세종보 시설개선과 운영계획 수립을 한 장관에게 건의한 것으로 알려졌다.
이에 한 장관은 장기간 미가동 상태에 있는 세종보의 안전점검이 우선이며, 이를 위해 올해 홍수기 이후인 오는 11월 정밀점검을 실시해 유압식 가동보인 세종보의 안전성 및 정상작동 가능여부를 확인한 후 탄력운영 방안을 검토하겠다고 답했다.
최 시장과 한 장관은 ▲비단강 지역맞춤형 통합하천사업 ▲2025 세종 국제정원도시박람회 지원 등에 대해서도 협업 방안도 논의했다.
시는 국제정원도시박람회와 관련해서는 정원 요소 중 하나인 ‘물빛정원’ 구간 대부분이 국가하천에 해당하는 만큼 박람회의 성공개최를 위해 환경부(금강유역환경청)와 적극 협조해 나갈 방침이다.
환경부도 국제정원도시박람회 행정절차, 인허가 등에 적극 협력하기로 했다.
최 시장은 “금강은 시민들의 휴식처이자 도심 속 친수공간으로, 시민 삶과 직결되는 공간”이라며 “비단강을 2025년 개최 예정인 국제정원도시박람회의 주요 공간으로 구상 중인 만큼, 박람회 성공을 위해 환경부 차원의 관심과 지원을 보내달라”고 요청했다.
