세종시의회 이순열 의장은 지난 2일 전북 부안군 바다호텔에서 열린 2023년 대한민국시도의회의장협의회(이하 ‘의장협의회’) 정기회에 참석했다.
이순열 의장을 비롯한 전국 시·도의회 의장단은 이날 의장협의회 사무처로부터 '지방의회법' 발의 추진 경과 등의 보고를 청취하고 제18대 후반기 회장 선출 등의 안건을 처리했다.
협의회에서 이순열 의장은 “지방의회 인사권이 독립됐음에도 불구하고 법령상의 규제와 조직권이 없어 독립기관으로서 효율적인 조직과 인력 운용에 한계가 있다”면서, “중앙지방협력회의 후속 조치로 운영 중인 제도개선 TF에 의장협의회를 통해 제출한 지방의회 조직권 부여 등의 개선안이 관철될 필요가 있다. 이를 위해서 신임 회장 (충청남도의회 조길연 의장) 등 전국 시·도의회 의장단이 국회와 정부에 강력히 건의하는 등 적극적으로 앞장서야 한다”고 강조했다.
또 “앞으로 지방의회가 주민을 대표하는 대의기관으로서 그 본연의 기능과 역할을 충실히 수행할 수 있도록 필요한 제도개선 등에 최선의 노력을 다하겠다”고도 말했다.
회의 후 이순열 의장은 청소년 스카우트 행사 ‘2023 새만금 제25회 세계스카우트 잼버리’ 행사장에 방문했다.
이 의장은 “세계의 청소년이 모이는 뜻깊은 자리인 만큼 이번 행사의 성공적인 개최를 응원한다”며 방문 소감을 전했다.
