브레이크뉴스 정명훈 기자= 지난해 국정감사 지적 이후에도 쿠팡 물류센터인 쿠팡 풀필먼트 서비스의 근로환경이 개선되지 않았다는 비판이 나왔다.
25일 이학영 더불어민주당 의원실이 소방청으로부터 제출받은 자료에 따르면 2020년부터 전국 쿠팡 물류센터 66곳(2020년 이후 폐쇄한 물류센터 포함) 119 출동횟수는 매년 증가했다.
소방 출동은 169건(2020년), 321건(2021년), 362건(2022년) 으로 매년 증가하고 있다.
올해엔 8월까지 총 271건으로, 지난해 같은 기간 255 건보다 더 많이 출동하고 있다.
화재와 구조를 제외한 구급(질병, 사고 등) 출동횟수도 꾸준히 늘었다. 8월 기준 전년 대비 구급 출동은 2021년(92건) 15% 증가, 2022년(145건) 58% 증가, 2023년 (184건) 27% 증가했다.
정종철 쿠팡풀필먼트 대표이사는 지난해 국회 환경노동위원회 국정감사에서 증인으로 출석해 “직원들 안전이 가장 중요하다. 산업재해와 사망사고 예방을 위해 노력하겠다”고 약속했지만 개선되지 않은 것이다.
특히 산재 또한 계속 늘고 있다. 이학원 의원실이 근로복지공단으로부터 제출받은 쿠팡 풀필먼트서비스 산업재해 현황 자료에 따르면, 산재신청 건수는 2020년 214건에서 2022년 454건으로 2배 이상 증가했다.
올해 6월 기준으로는 산재 신청 건수가 219건으로, 여름철 뜨거운 열기로 인해 물류센터 사고가 집중되는 것을 고려한다면 쿠팡 물류센터의 산재사고는 작년과 비슷한 수준 또는 그 이상으로 발생할 것으로 예상된다.
이학원 의원은 또한 작년 8월 동탄 쿠팡 물류센터 시찰 이후 온열질환 예방이 제대로 이뤄졌는지도 노동부가 점검해야 한다고 지적했다.
작년 국감 감시 환노위원들은 물류센터 내 부족한 냉방시설 확충과 공기순환 문제 개선을 요구하자, 정종철 대표는 온열질환에 대비해 충분히 조치했다고 한 바 있다.
하지만 2020년부터 2023년까지 여름철 (6,7,8 월) 구급 출동건수은 43건(2020년), 43건(2021년), 81건(2022년), 107건(2023년) 으로 2배 이상 증가했다.
올해 여름철 119 신고기록을 살펴보면, ‘더위를 먹은 것 같다.’, ‘더위 먹음, 기력저하’, ‘고열’, ‘탈수증상’, ‘온열질환자 발생’, ‘온열증상’ 등 온열질환 관련 신고만 최소 7건 정도로 확인됐다.
이에 이학영 의원은 “국회의 현장시찰과 국정감사 지적에도 쿠팡 물류센터의 근로환경이 좀처럼 개선되지 않았다”며 “이는 유통업계 1위이자 고용 순위 3위 쿠팡이 사회적 책임을 다하지 않는 것”이라고 비판했다.
이 의원은 이어 “현 상태로는 물류센터에서 계속 산재 사고가 발생할 수밖에 없다”며 “김범석 의장을 비롯한 경영진은 말뿐이 아닌, 실질적인 근로 환경 개선을 위한 특단의 대책을 마련해야 한다”고 촉구했다.
