국민행복민원실은 행정안전부가 전국 245개 광역·기초 자치단체, 시·도 교육청, 국세청 등의 행정기관을 대상으로 민원실 내·외부 환경, 서비스, 현지 체험, 만족도 조사 등 4개 분야 24개 항목을 평가해 우수기관 선정한 후 이를 인증하는 제도다.
인증 기간은 3년으로, 영덕군은 이번 수상으로 2026년 12월까지 국민행복민원실의 지위를 인정받게 된다.
영덕군은 국민행복민원실로 인증받기 위해 지난 6월 서면 심사, 8월 현지실사, 9월 암행 평가를 통해 민원 서비스 만족도 등 4단계의 심사를 받아 10월 국민행복민원실에 최종 선정됐다.
이번 평가에서 영덕군은 누구나 편리하게 이용할 수 있는 최적의 민원실 공간을 조성하기 위해 노력한 점이 높은 점수를 받았다.
영덕군은 지난해 12월부터 올해 5월까지 종합민원처리과 리모델링 공사를 통해 민원실 공간을 확장하고 민원 환경을 크게 개선했다.
특히 영유아를 동반한 민원인이 쾌적한 공간에서 기저귀를 바꿔주거나 수유할 수 있는 수유실을 설치하고, 담당 공무원과 전문적인 상담을 할 수 있는 민원상담실을 새롭게 조성했다.
또한 사회적 약자의 이용 편의를 배려하기 위해 장애인이 편리하게 청사를 이용할 수 있도록 민원실을 통하는 모든 문을 자동문으로 교체하고 서류 작성대 시설을 개선했으며, 장애인.임산부를 위한 전용 창구를 배치했다.
이 밖에도 민원 안내 도우미 운영하고 3면으로 된 안내판을 제작해 처음 민원실을 방문하거나 민원 일에 익숙지 않은 방문객들도 쉽고 편리하게 일을 처리할 수 있도록 했으며, 안전한 민원실 환경조성을 위해 본청과 관내 모든 읍·면 민원창구에 고정식 강화유리를 설치하는 등 행정 환경을 개선하고 이용자의 편의 향상에 힘쓴 점을 높이 평가 받았다.
김광열 영덕군수는 “국민행복민원실 인증은 군민 중심의 행정을 펼치기 위한 우리 군의 노력이 대외적으로 인정받는 것”이라 평하며, “이에 만족하지 않고 군민이 체감할 수 있는 수준 높은 민원 행정 서비스를 제공하기 위해 더욱 노력하겠다”고 다짐했다.
